The Report

Since the early 1990s, there has been a change in how public assets are financed with a move towards private financing, particularly in the transport, defence, health and education sectors. This change in policy and the additional complexity involved in such schemes raises important questions for reporting and accountability. How can the public understand where public money is going, how it is being used, whether it is value for money, the risks involved and the extent of future commitments and liabilities?

This report examines whether the current reporting and disclosure for privately financed projects in the road sector delivers accountability for public monies. The authors conclude with far reaching recommendations for public private partnerships across the public sector.
